Cincinnati Children’s Hospital Medical Center is a 501(c)(3) nonprofit hospital located in Cincinnati, Ohio. The hospital states that it provides hormone therapy and puberty blockers to minors through its Transgender Health Center. Claims data shows the hospital has billed for hormone therapy, as well as sex change surgeries for minors. The hospital is home to two doctors who are the most prolific prescribers of hormones and puberty blockers to children in the country, with an average of 94 prescriptions per patient. Ohio currently bans gender medical interventions – including hormones, puberty blockers, and surgeries – for children after a judge ruled August 6, 2024, that the state’s law banning these interventions can go into effect. Steve Davis, the hospital’s president and CEO, testified against the legislation as it was being considered by lawmakers.

Lee Ann E. Conard, RPh, DO, MPH is the director and founder of The Transgender Health Clinic. “I founded and direct our Transgender Health Program, where we offer medical care for transgender and gender-nonconforming youth from age 4 to their 25th birthday.”
The Mullins Lab at Cincinnati Children’s “focuses on conducting research designed to improve the care of adolescents and young adults and reduce health disparities,” specifically in “health outcomes in transgender and gender non-conforming youth.”
In December 2023, leadership from Cincinnati Children’s testified against House Bill 68, which restricted child sex change procedures.
In February 2018, Citizens For Community Values “called on Ohio’s Medical Board to investigate the Director of Cincinnati Children’s Hospital Medical Center’s Transgender Clinic based on testimony that all children seen by the clinic are deemed candidates for treatment.”
In March 2018, Citizen GO petitioned the Ohio Medical Board to investigate Cincinnati Children’s Transgender Clinic for gender-affirming practices.
In July 2023, Cincinnati Magazine published a story detailing the “gender-affirming” treatment offered to Corrie Wallace at Cincinnati Children’s Transgender Health Clinic, which she described as “pivotal.”

Transgender Health Center
The Transgender Clinic, as part of the Transgender Health Center, provides services including control of menstrual periods and birth control. It is also referred to as the “Living with Change Center.” The Transgender Health Center offers services for patients 5-24 years old. The first visit typically consists of a physical examination in which the healthcare provider may speak to the patient alone, depending on the age of the patient, then a psychosocial interview.
In order to start puberty blockers, “a child needs to have started puberty but not gone too far.”
“The Transgender Clinic follows the guidelines established by experts. To start puberty blockers, a child needs to have started puberty but not gone too far. The team determines the appropriate timing based in part on a physical examination and blood work. We discuss the risks and benefits of treatment and ask families to sign a consent form. Patients, their families and the treatment team all need to agree that this is the appropriate next step. We generally require that our patients have seen a therapist prior to starting treatment. These medications are almost completely reversible.”
